It addresses the problem that the presence of digital resources at school, by itself, does not ensure meaningful learning, ethical media use, or critical student education. The general objective is to analyze the possibilities, limitations, and pedagogical conditions for integrating DICT at this educational stage, considering teacher mediation, the digital culture established by the Brazilian National Common Curricular Base (BNCC), and the educational specificities of Roraima. This is a qualitative bibliographic and documentary study with an exploratory and interpretive character, grounded in studies on literacy, multiliteracies, digital culture, and pedagogical mediation, as well as official documents and public indicators. The analysis indicates that DICT can foster student agency, multimodal authorship, critical media reading, and broader language practices when connected to pedagogical planning, teacher education, infrastructure, connectivity, and access.
