The study examines the significance of traditional festivals, community-based knowledge, and religious celebrations in the construction of social memory, linking these elements to cultural policy frameworks. A qualitative bibliographical and documentary research approach was adopted, drawing on legal instruments, institutional guidelines, and academic studies on heritage, identity, and cultural management. The objective was to understand how the local government recognizes, supports, or neglects the safeguarding of these manifestations by identifying available instruments, institutional limitations, and local potentialities. The findings indicate that, although intangible heritage demonstrates strong community vitality, its preservation still lacks systematic policies, long-term planning, and effective integration between the State and civil society.
