This study aims to analyze how public policies can promote social inclusion, identifying the main barriers faced by socially vulnerable groups and highlighting the importance of representativeness in governmental decision-making. The research was conducted through a literature review, supported by authors who discuss inclusion, inequality, and public management, as well as a document analysis of national regulations and guidelines related to the topic. The results indicate that, although normative advances exist, obstacles such as institutional prejudice, lack of accessibility, low social participation, and insufficient diversity-oriented policies persist.
