It focuses on the analysis of indigenous representation in governmental decisions and the limits imposed by the traditional model of public administration. The research is qualitative, based on bibliographic review, document analysis, and the study of local experiences, such as the Raposa Serra do Sol Indigenous Land and the Eastern Special Indigenous Health District (DSEI). The results show that, although Brazilian normative frameworks—such as the 1988 Federal Constitution, Law No. 8.142/1990, and ILO Convention No. 169—guarantee the right to social participation, institutional practices still neglect interculturality and the autonomy of indigenous peoples. Obstacles such as bureaucratic barriers, lack of technical training, and devaluation of traditional knowledge persist.
