The qualitative research, grounded in a critical ialectical perspective, examined institutional documents such as the 2023 orientation booklet and Municipal Decree No. 10,364/2023, alongside relevant legislation ensuring the participation rights of children, adolescents, and youth. Four key categories guided the analysis: structure and organization of leadership bodies; legal and theoretical foundation; inclusion and diversity; and age coverage and educational segmentation.Findings reveal significant advances in the institutionalization of the program and the increased participation of schools, as well as the interprofessional involvement—especially social workers—in program coordination. However, limitations were identified, including a lack of robust theoretical grounding in the orientation booklet, invisibility of quilombola education, and a focus on middle school years (Fundamental II), neglecting early education stages. The study highlights the need to consolidate the program as a permanent public policy, incorporating continuous training mechanisms, permanent dialogue channels with students, intersectoral coordination, community engagement, and sustained technical-pedagogical and budgetary support. It is concluded that effective democratic participation and civic education from the early years of schooling are fundamental for trengthening youth protagonism.
