The research is based on a literature review and document analysis, highlighting key authors and official data as a basis for understanding the challenges and possibilities of democratic management in Roraima's education system. The results indicate Gestão Pública progress, but also structural and participatory gaps that hinder the consolidation of inclusive educational policies. Furthermore, it was observed that social management, when articulated with local realities, can significantly contribute to strengthening the dialogue between school, community, and public authorities. However, the effectiveness of this model still depends on greater investment in training, active of the subjects involved, and integration between management levels.
