Its central objective is to enhance transparency, standardize procedures, and strengthen administrative governance. However, its application raises questions regarding effectiveness in small municipalities, which make up the majority of Brazilian territory and face structural, budgetary, and technological limitations. This article aimed to analyze the main impacts of Law No. 14,133/2021 on these municipalities, discussing advances, challenges, and practical implications. Methodologically, the study adopts a qualitative, exploratory, and documentary approach, based on normative analysis, literature review, and examination of reports and case law related to the implementation of the law. The results show that, although the new legislation brings significant advances such as strengthening planning through the Annual Procurement Plan, the creation of the National Public Procurement Portal (PNCP), and greater accountability of public and private agents, small municipalities face serious obstacles to its effective implementation. Among these, the lack of trained personnel, technological fragility, high compliance costs, and cultural and political barriers stand out.
